The Hugo Neu Corporation Sustainability Seminar Series is a weekly lecture hosting 12 speakers and 6 panelists in the Fall 2020 semester.
The “Community-Based Public-Private Partnership” (CBP3) framework was developed by USEPA several years ago an alternative partnership approach to helping communities finance and deliver large-scale integrated green infrastructure cost-effectively, quickly and with the added benefits of producing fair and equitable long-term local jobs. With an increasing number of CBP3s now happening through diverse local leadership around the US, this scalable, adaptable model is fast proving its ability to advance and improve social, economic and environmental conditions as tracked and reported through CBP3 performance metrics set by community principals and stakeholders. Community-based GSI implementation and maintenance programs can serve as engines for economic growth, improving safety, walkability and local property values, creating local jobs and enabling local economic revitalization and growth while accelerating the effectiveness of the stormwater programs to not only comply with regulatory requirements, but rzjbboiler.comce localized flooding and urban impacts on the local waterways.
Featuring the Prince Georges County, Maryland Clean Water Partnership and the Chester, Pennsylvania Stormwater ity Partnership - two of the first successful multi-million dollar CBP3s with varying scales and drivers -this panel will feature a public/private cross-section of CBP3 leaders, champions and innovators with federal, state and local government, private sector, environmental justice, NGO and local economic business and capacity development, including re-entry jobs, experience. Desired outcomes are not only to zjbboiler.comcate and inform about the programs, but to hopefully inspire and spark interest and adoption by communities in New Jersey and other parts of the country. The National Municipal Stormwater Alliance (NMSA) – a 501 (c) 3 non-profit organization, will also participate as a resource, given the organization’s ongoing role in national CBP3 outreach, zjbboiler.comcation and support.
Dominique Lueckenhoff, Senior Vice-President for Corporate Affairs & Sustainability & Former US EPA Water Regulatory Official and CBP3 Champion
Dominique Lueckenhoff serves as the Senior Vice President of Corporate Affairs & Sustainability at Hugo Neu Corporation. Reporting to the Chair and CEO, she leads the company’s global efforts in corporate sustainability, health, safety & environmental initiatives, public and community affairs, and green business growth and investment. Ms. Lueckenhoff also serves as Adjunct Professor on the faculty of Virginia Tech’s Center for Leadership in Global Sustainability, chairs the Community Based Public Private Partnerships’ Center of Excellence for Water, Energy and Equitable Economic Resilience, and participates on the Water Steering Committee of the American Sustainable Business Council. Recognized as a national leader and expert in green infrastructure and sustainable communities, Ms. Lueckenhoff has over 25 years of award-winning program development and management experience across multiple USEPA programs protecting the nation’s air, water, and land. Prior to joining Hugo Neu, Ms. Lueckenhoff served as Senior Advisor to the EPA Region 3 Administrator where she developed and led initiatives related to innovative community-based public private partnerships, next generation technologies and alternative market-based approaches to achieving “faster, cheaper, greener” environmental improvements and resilient, sustainable communities. Ms. Lueckenhoff also served as Acting Director of the EPA Region 3 Water Protection Division, directing administration and management of all division activities. In addition to holding an MS degree in Microbiology & Biophysics as a National Science Foundation Fellow, she received her U.S. Senior Executive Service (SES) certification as a graduate of the US Treasury Executive Institute and US EPA SES Candidate Development Program.
Joseph P. Gill, Director, Prince George’s County Department of the Environment
Joseph P. Gill became Director of the Prince George’s County Department of the Environment (DoE) in May 2019 after serving as Acting Director for four months and Deputy Director for the previous five years. Gill has nearly 25 years of experience as an environmental leader, manager, and attorney. He chairs the Prince George’s County Climate Action Commission, the Anacostia Watershed Steering Committee, and the Policy Board for the Patuxent Reservoirs Watershed Protection Group. Gill is a member of the Chesapeake Bay Local Leadership Workgroup, an alternate Director on the D.C. Water Board, and former Chair of the Environmental Justice Commission (2019-20) established by the Maryland General Assembly.
Gill served as Secretary (2013 – 2015) and Deputy Secretary (2010 – 13) of the Maryland Department of Natural Resources (DNR). He chaired the Governor's Council on the Chesapeake Bay, represented the Governor on President Obama’s Task Force on Climate Preparedness and Resilience, served on the Maryland Climate Change Commission, and co-chaired the Maryland Partnership for Children in Nature with the Maryland Superintendent of State Schools.
Before joining DNR, Gill served in various capacities in the Maryland Office of the Attorney General including sixteen years as principal counsel managing a team of public lawyers. He is a graduate of the University of Notre Dame and Georgetown University Law Center, a husband, and a father of two grown daughters.
Dr. Horace Strand, Executive Manager, Stormwater ity of the City of Chester
Dr. Strand serves as Executive Manager of the Stormwater ity of the City of Chester, instrumental in launching a first-of-its-kind community-based P3 for Chester as a special purpose entity to successfully support development and implementation of a new stormwater utility. He is also recognized as a national leader in social and environmental justice – having served on USEPA’s National Environmental Justice Advisory Council for numerous years. He created and championed the Chester Environmental Partnership (CEP) as a partnership-oriented environmental watchdog organization concerned about the health and welfare of residents of the City of Chester and surrounding communities, which have historically suffered systematically disproportionate impacts – social, environmental, and economic. CEP includes representatives from the US Environmental Protection Agency, Pennsylvania Department of Environmental Protection, health and academic institutions, local government, local businesses and the community.
Greg Cannito, Solutions Innovator Corvias Partner for Prince George’s County and Chester CBP3s
Greg Cannito is co-founder of Rainplan, LLC. He has 20+ years of experience in new business venture development, marketing, and government relations, and has successfully founded three companies across stormwater, renewable energy, and commercial real estate sectors as part of Corvias’ growth strategy to develop innovative solution to address large scale infrastructure challenges. Previously Greg founded Onsyss Mobile Computing a SAAS platform for the commercial development industry. He served in the U.S. Marine Corps and holds a Bachelor of Science in Finance from Virginia Polytechnic Institute and State University.
Michael Burke, President & CEO of Quest Consulting, Director, Corvias/Prince George’s County Clean Water Partnership (CWP) Business Inclusion & Capacity Development
Michael Burke is a seasoned executive with over 30 years of cross industry experience working at EVP levels in Fortune 1000 companies. He is a former EVP of Sales for a $300M publicly traded company, and a Divisional EVP of $1.3B firm. He is the President of Quest2 Consulting, a Leadership and Organizational Development Company that focuses on capacity development, inclusion, and support of diverse businesses. He is currently the Director of Business Inclusion and Capacity Development for the Clean Water Partnership, a community-based public-private partnership between Prince George’s County, Maryland and Corvias leading Mentor Protégé and Contractor Development Programs. Michael is Vice Board Chair of Employ Prince George’s Inc., and Board Chair of Build Prince George’s, a non-profit small business capacity development organization.
Dr. Seth Brown, P.E., Executive Director, National Municipal Stormwater Alliance, NMSA (Observer & Resource)
Seth Brown is the Principal and Founder of Storm and Stream Solutions, LLC, a consulting firm providing a range of services in the stormwater sector. He is the Executive Director of the National Municipal Stormwater Alliance (NMSA), which is a 501.c.3 representing state and regional organizations focused on stormwater issues. Seth is also the Senior Stormwater Advisor with the Water Environment Federation (WEF) where he supports national-level technical and policy initiatives associated with stormwater issues. He has a PhD from George Mason University in the Department of Civil, Environmental and Infrastructure Engineering and is a licensed professional engineer in the state of Maryland.
